Job Summary: The Procurement Manager for Scientific Equipment is responsible for leading the procurement activities related to scientific and laboratory equipment within the Lunenfeld-Tanenbaum Research Institute (“LTRI”) of Sinai Health (“SH”). This role involves collaborating with SH’s supply chain shared service provider, Mohawk Medbuy Corporation (MMC), to develop and implement procurement strategies that are specific to the acquisition of scientific instruments, management of supplier relationships, contract negotiation and oversight of the procurement lifecycle for those acquisitions while ensuring compliance with hospital policy, provincial and federal regulations, and industry standards.

Key Responsibilities

Specialized Equipment Procurement:

  • In collaboration with MMC, develop and execute on procurement strategies specifically tailored to the acquisition of scientific research equipment.
  • Collaborate with research scientists and their teams and other LTRI and SH staff and employees to understand technical specifications and requirements for procured equipment.
  • Ensure the procurement of state-of-the-art scientific instruments to meet LTRIs research needs.
  • Engage with research and development teams to understand upcoming equipment needs.
  • Provide procurement expertise to guide the selection of equipment that aligns with scientific objectives.

Vendor Management:

  • Cultivate and maintain relationships with suppliers and manufacturers of scientific equipment.
  • In coordination with MMC, to be responsible for the negotiation and oversight of contracts, including factors such as warranty, maintenance, and technical support.
  • Stay informed about advancements in scientific technology to inform procurement decisions.

Compliance and Regulatory Oversight:

  • In collaboration with MMC, ensure that the procurement of scientific research equipment for LTRI complies with Sinai Health Policy and Procedures for the purchase/procurement of goods and services and the Broader Public Sector Procurement Directive.
  • Ensure that the procurement of scientific equipment complies with industry regulations and standards.
  • Ensure that all procurement activities adhere to any other relevant compliance requirements.

Budget Management:

  • Work closely with research and finance teams to establish equipment budgets.
  • Monitor and manage expenditures to ensure adherence to budget constraints.

Technical Evaluation:

  • Assist in the evaluation of technical proposals from suppliers and manufacturers.
  • Work closely with technical experts to assess the functionality and compatibility of scientific equipment.

Lifecycle Management:

  • Oversee the entire asset lifecycle, from needs assessment to disposal of obsolete equipment.
  • Develop and implement processes for the efficient and timely replacement or upgrade of scientific research instruments.
  • Work in collaboration with the Director of LTRI Operations to provide oversight to the maintenance of warranties and technical performance of the equipment for the duration of its lifecycle as stipulated in vendor agreements.

LTRI electronic requisitions:

  • Oversee the E-req system utilized by the LTRI BioBar

Management of LTRI Procurement team:

  • Mentor and lead the procurement team, fostering a collaborative and high-performing environment.
  • Provide guidance, support, and professional development opportunities to team members.

Job Requirements:

  • Bachelor's degree in a scientific or engineering field. Master's degree preferred.
  • Minimum of 10 years’ relevant sourcing and procurement experience preferably in a hospital environment or a health care setting or a university or research institute
  • Minimum of 7 years’ related experience in a healthcare setting.
  • Knowledge of the Broader Public Sector Procurement Directive and related policies and guidelines as required for Ontario and Canada
  • Proven experience in procuring scientific equipment, with demonstrated success for a research or laboratory setting.
  • In-depth knowledge of scientific equipment specifications, emerging technologies, standards, and regulatory frameworks governing the procurement of scientific equipment.
  • Respected and progressive leader with the ability to facilitate, inspire, motivate, and develop a high-performance team and work collaboratively in a multidisciplinary environment.
  • Excellent interpersonal and communication skills; professional, diplomatic, and confident with a proven ability to work with individuals across all levels of the organization and external stakeholders.
  • Strong analytical abilities, ideally coupled with superior organizational skills and experience coordinating multiple assignments/projects simultaneously combined with strong negotiation skills with a focus on technical aspects of procurement.
  • Flexible and self-directed with the ability to manage competing priorities during periods of rapid change and transition with constantly shifting priorities with a high level of accountability and proven capability to clearly define and articulate requirements, priorities, impacts, and solutions.
  • Models collaborative, cross-portfolio engagement to build consensus and create solutions to complex issues; demonstrated experience in the development and implementation of effective strategies to maximize inter-professional collaboration
  • Proficient in Microsoft Office applications
